September brought four real rule changes for crypto in the US. None of them is a headline-only story, and one could shape Bitcoin for the next 20 years.

The short version
A US House committee voted 28 to 21 to advance a Strategic Bitcoin Reserve bill. California banned public officials from launching meme coins. The Federal Reserve proposed its first stablecoin rules, and the CFTC approved Coinbase's own derivatives clearing house.
1. The Strategic Bitcoin Reserve bill moves forward
On 16 September, the House Financial Services Committee advanced the American Reserve Modernization Act of 2026 (H.R. 8957), sponsored by Representative Nick Begich. The vote was 28 to 21, along party lines.
The bill would create a Strategic Bitcoin Reserve at the US Treasury within 180 days. Bitcoin placed in it could not be sold for 20 years, and the holdings would be checked every year. One important detail: the bill does not buy any Bitcoin. It orders a 180-day study on how to add more, and it bans borrowing to do so. It still needs a full House vote, the Senate and a signature.

2. California bans meme coins from public officials
Governor Gavin Newsom signed AB 2409 on 27 September. It stops California public officials and some state employees from issuing meme coins. From 1 January 2027, crypto platforms also cannot list new meme coins tied to public officials for California users. California is the first state to pass a law like this.
3. The Fed proposes stablecoin rules
On 24 September, the Federal Reserve published two proposals under the GENIUS Act, the 2025 US stablecoin law. One sets rules for reserves, capital and risk. The other explains how banks can apply to issue stablecoins. Public comments are open for 60 days, until about 30 November 2026.
4. Coinbase gets its own clearing house
On 28 September, the CFTC registered Coinbase Clearing as a derivatives clearing organization. It can clear fully collateralized futures, options and swaps only, with no leverage, and it settles in USDC.
